Regional action plan

The Raw Material Commitment (RMC) Covenant 2022 as submitted to the EU States:

Each Region/City of this Covenant will fix in one year time an integrated circular economy action plan in support to the Strategic Implementation Plan (SIP) and value chain management at territorial level.

The main objectives to be addressed by all action plans in support to EU and regional development are defined by the EIP Raw Materials SIP.

The Regional Action Plans should address the relevant critical raw materials (as fixed by the Commission) and be aligned with the Scoreboard the Commission will make available in 2015.

The RMC experts group will NOT draft action plan guidelines but refer to those initiatives and recommend guidelines and best practices:

  1. ACR+, a RMC-Covenant Circular Economy 2022 signatory developed The EU Capital Cities Waste Management Benchmark within a circular economy.
    1. The results of which will be accessible to the RMC.
    2. The involved regions are the Regions of Ile de France, Brussels-Capital, Catalonia, and other Regions and Cities members of ACR+ Website
  2. Ellen MacArthur Foundation best practices with Regions Wallonia, Scotland, Nord Pas de Calais, Aquitaine
  3. ADEMEand the French Association of Regions guidelines with Regions Rhône-Alpes  Nord Pas de Calais, Aquitaine, PACA
  4. Other regional plans and leading initiatives such as :
  5. Sustainable mining Toolkit for sustainable mining
    Responsible organisations: Regional council of Lapland in collaboration with Norrbotten County Consortium will involve: Universities, Development Agencies, Mining industry, Metal industry, Industrial service companies
    1.  Objectives of the mining guidelines:
      • To introduce the best practices of mining in the European context
      • To support development of sustainable mining in the European North
      • To provide guidance to define and implement mineral policies in the countries and EU level
      • To support the development direct contacts between mining areas in the EU and Africa
    2. A Guide to Environmental Regulation and Best Practices Supporting Social Sustainability Sound Mining in the North was published in 2014.
